I think there’s only one rule: you like her, you approach her.

Of course there are places where is not very socially acceptable to approach, places where people just want to do their business and be on their way out: gym, library, work, you know the kind of place. I’m not saying you shouldn’t approach in those places, but it’s not really your fault if she rejects you .

This is quite an important question. My friend is a complete moster, he lays ass like nobody else, he's truly amazing with girls. The way he does is, he has a uncanny ability to locate the 2 or 3 girls in a bar that are down to it. I don't know how he does, he also don't know, it's just natural. We are in a bar and he says "se those two girls, they are down to it" and no more than 5 minutes later, they are making out with some random guys. He knows exactly which girls to approach and has a close to 90% success rate even if he's not very attractive. How he does it, don't know.

IMO you should start conversations when it is easy to do so and you don't need to go out of your way. If you're sitting next to a girl at the library, by all means talk to her. If you're standing next to a girl at a bar, go for it. If you and a girl are walking the same way on the street, approach.

I don't like to go out of my way to approach women, not only is it a poor use of my time, it immediately communicates to the girl that she is the prize and I'm chasing her. I want to be on an even playing field, I'm not going to go somewhere or do something I wouldn't normally do just to talk to a girl.

Ask yourself the question: am I giving myself a reason or an excuse?

A good example of a reason: There is only so much time in the day, I need to do X, Y and Z before tomorrow and that might take up the rest of my time if I'm going to get enough sleep tonight. Not gonna bother approaching because there is better shit to do.

An example of an excuse: Eh, I wanted to go home and play Destiny 2, don't need to spend time on women that won't like me anyway, I'll just go home and have some fun on my PS4.

Or: She wouldn't like me because X, Y, or Z, I'll just wait for another opportunity where the timing is better and she's more "my type."

The line gets blurred sometimes, you just have to turn off or ignore the part of your brain that likes to prevent you from trying difficult things by making up bullshit excuses.
