Maybe in the instance of a person questioning whether they should pay child support, the mother should have to provide a DNA test to be eligible for that child support. But not taking it and forfeiting the money should be an option.
Having taxpayers pay for every single birth to be DNA tested regardless of whether it matters would be really dumb though.
Also I don't know how DNA tests are done but it would be very unethical to either force women to have medical procedures to prove patronage before birth, or force children to provide blood for this purpose etc. That is if that's how that is done.

The problem with your first assertion is that the mother putting the name of a man on a birth certificate is not challenged and some of the time is not known to the man being named. In those cases is only revealed when DHS comes calling for their check. Dealing with DHS is a complete shit show, not speaking from personal experience, but that of a friend. This is the kind of thing that cannot be allowed to begin because challenging it is 10x more difficult than nipping it in the bud. (edit: also what you're suggesting is never going to happen, would be political suicide for whoever proposed it and it would never pass)
I don't know the hard stats, but I would bet money that the vast majority of pregnancies have some sort of fluid draw prior to birth for various reasons (chromosomal tests, amniocentesis, etc) and it would include blood in that fluid which can be used for a DNA confirmation. Perceived invasiveness is not your prime argument here.
If the state is going to need to enforce child support it needs to prove the man they are imposing the cost upon is in fact the father. Right now this is not the standard, and yet you're advocating that it is legitimate to skip this verification which would cost about $2000 at the most to impose hundreds of thousands of dollars of child support on a man who very well may not even be the father. If this was the standard, you better believe the state would negotiate a significantly lower rate for these tests. Innovation is usually the brain child of necessity. Make it go on the woman's insurance, and if they're on Medicare then the state pays for it.
I get where you're coming from, I don't want to pay more taxes for bullshit like this either. Right now the deck is stacked against men when it comes to things like this (as you know as you're reading this sub). If the state can afford to pay for abortions for women on state funded healthcare, they can also afford to pay for DNA tests of children to confirm child support.

Okay I still think mandatory paternal testing for everyone is an overreach, but I did look up how it could be done and it turns out it would be really easy and cheap as DNA is taken anyway (at least in the US). https://www.aclu.org/other/newborn-dna-banking So that satisfies the concerns about medical invasiveness, although I still think it's an invasion of privacy if neither the 'father' or mother want it.
I would not be against requiring a paternal test to receive support, and if implemented this should be before someone qualifies, not something you need to challenge for.
I think this would be much more politically acceptable (but still wildly unpopular) than saying all women need to have this done, regardless of whether paternity is in question.

I have no problem with DNA testing for paternity.
You said it should be mandatory. Meaning government enforcement and payment. Unless you expect to legally enforce women to consent to this and pay for it too.
Also assuming women give birth in hospitals, there's a not-negligible rate of baby mix-ups, so women are less likely to raise a kid that isn't theirs but it does happen.

what's the cost of having a baby in the USA... about $80K??? whatever it is... i know insurance covers a lot of it. DNA testing would be a small fraction of that cost.
