I think the best response is saying you aren't interested in friendship and for her to let you know if she changes her mind. It's a mature response and your intentions are clear so that if/when she does come back you can assume that's what she wants and waste no time in setting something up. It's important you don't contact her again after you make your intentions clear though.

I never get these messages to be honest.
