It's better if you see a person you're interested in at one location several times (school, church, work). That way you can ease from small talk to asking for the number as you warm up to each other.

For a quick "I probably might not see you again" approach, anywhere is also fine. At bars you just go up and talk to her, gauge if she's interested. At the grocery store make up some excuse to talk to her. At the mall compliment her shoes idk.

Big advice though - don't be nervous and trip over your tongue.
