Go to the Gym - If you aren't already, start going to the gym and being consistent with it. You are going to school with thousands of guys in their prime - if you want to be the guy that these women choose, it's a lot easier to do when you're in great shape. You likely have a gym on campus and a meal plan, so there's no excuse for why you shouldn't be doing this.
Talk to More Women - Talk to women while you're walking to class. Talk to women in class. Talk to women at the gym. Talk to women at the dining hall. Talk to women at the dorm. Talk to women at parties. You are going to be surrounded by new women for you to talk to for the next 4 years. It's ok to not be great at this. Shoot your shot, spend time with those who are interested, and lead things to a date, a kiss, then sex. Just don't develop a bad reputation by hitting on women from the same friend group, or coming on too strong to those who aren't interested.
Get on the Dating Apps - Huge asterisk here...get on the dating apps, but do not overly invest in them. They are something you should be swiping on in your spare time and maybe getting a few matches and hookups here and there. They should NOT be the primary way you meet women. You shouldn't be buying Tinder Gold or Bumble Premium or whatever, and you should have rock-bottom expectations. It doesn't hurt to have, and sometimes you'll be pleasantly surprised, but you should understand the reality that these apps are something like 75% men and 25% women, so adjust your expectations accordingly.
Join a Frat (optional) - I was a transfer student my junior year, and I didn't have the 2 prior years of making friends and building connections on my new campus. I met some cool guys at the gym and decided to rush their frat. You don't have to be a "fratty guy" to embrace it; I certainly was not. But most parties will be hosted by frats, and most of those frats won't allow guys unless they're in that frat. You'll have access to sorority girls via mixers and events, and I just really enjoyed having a social calendar. Completely optional, and you can have fun without being in a frat, but it is a lot of fun having these moments with guys you have formed a deep bond with.

I was also a late bloomer, having not lost my virginity until my senior year of high school, only a few months before graduating, so I can relate. Feel free to reply if you have other questions.

Hang out around large groups of people in your dating pool. That's it. Everything will do itself if you do enough of that.

Be social get involved in school activities, exercise, eat healthy, workout, do well in school, meet girls, but most important is to have fun. I would spark up conversations on campus with girls I knew

Join a frat - gives you status, guys to hang out with, and opportunities to hang out with sorority chicks. My biggest regret of college by far was not joining my friends frat

Go to the gym- get lean and put on muscle

Talk to more women- simple advice but you get better at it the more you do it

Take Ls and learn from them

Read no more Mr. Nice Guy

Enjoy yourself, because it'll go by faster than you know it. I didn't start enjoying myself until junior year, which got cut short by covid and that was it.

The easiest way to hook up with a lot of women (assuming you're a regular guy and not the star quarterback) is to join a fraternity. If you do, you basically have exclusive access to sorority girls which are typically the most attractive women in the college.

If you don't want to join a frat, just approach a lot of women. In class, dining hall, walking around campus, wherever. You'll probably never have this many options of being around attractive, single women ever again in your life in the same age range. Seize the moment man. I'd say make 10 cold approaches a week. Avoid online dating.

This is all assuming you're going to a large state school in America or course. Experience could vary greatly if you're in a different country or a small liberal arts school.
