I tried escalating before but she turned it down and said she was busy for the entire week

Then perhaps pull back for a bit and give it space. Go learn more about kino escalation and building sexual tension. Then come back after a few weeks and try again. You may think that becoming distance will hurt you, but in many cases it actually helps. It'll help both parties.

Busy at all times of the day just seems like she does not want to talk to me which I find weird because she reached out, Im thinking that Im friend zoned but even then she’s always reaching out even though sometimes Im cold with her.

Text her your interest in her. Put it in your own words and then wait and see what she says. If she’s not into you, move on. It’s impossible to be friends with a woman you’re attracted to. It just doesn’t work.
I’m not sure how Im going to honestly, there’s really no way to bring it up naturally and it would seem like it came put of no where. Im planning on meeting up in real life but since its been a little while around 4 weeks since we last talked Im just talking for talking sake. It just seems like I would probably get immediately rejected since she’s not giving me enough attention and replying after a while that why Im just planning to either ghost her or start replying after a day or two so that she gets the message.

Approach it like ripping off a band-aid. Just ask her out and cut to the crash. Living with regret of any kind is a heavy burden. Shoot your shot and then at least you know and can move on with her, or without her.

We have been talking on and off but it feels like she’s always busy and replies to my texts after a hour or two. Her replies aren’t dry when she does reply but I can’t tell why she takes so long to reply no matter what time of day. Should I just ghost her and move on?
No, you should continue to text her just like everyone else in the rotation, you should schedule to meet up with her, and escalate. After you sleep with her, you can play her games and take forever to reply, always be busy, etc.
I've had girls that didn't respond for a day or a week and then apologize... and would do this repeatedly... eventually we met up, and I slept with them.
You just treat these other girls as kind of orbiters.. whenever I'm doing something interesting, I will text 5 girls the same text or picture....it's also fun to see how they all respond differently to the same things...
