You are right you shouldn't pursue a girl with a bf, but as Manson says himself these are just guidlines and not hard and fast rules. Many of these "rules" are context-driven. She is giving some very clear signals of interest. Putting your arm around her is incredibly creepy and you are best off asking her out.

She's using the comfort & security of being in a relationship to be physical with you. She's living out a fantasy, using her bf in her mind and your body. She has boundaries. If you cross it by asking her out, you'll lose her and her fantasy.

There are 2 scenarios:

She wants something more. If you ask her, you win. If you take no action, she will lose interest over time.
She wants this. If you ask her, you lose. If you take no action, you will continue to have this state - whether it's a win or not.

Assume that every girl has both a boyfriend/fwb and 3 other guys whose hopes of a relationship she entertains.

Girls with borefriends are great to fuck. You get to have all the fun while her borefriend has to do the boring shit like emotionally support her and play househusband. Literally the only problem comes when either a) she breaks up with her borefriend and assumes you'll fill in the void (lol no), or b) when the borefriend finds out and, like the beta he is, blames everyone else (but himself) and you especially. Most guys are absolute pussies who have other pussies as friends, so you usually have nothing to worry about.

Sounds like classic options game to me. Has a BF, things could be on the skids with him, and is possibly looking to line up his replacement. Also the actions show her trying to twat block other girls by projecting the idea of you and her being an item.

Are you interested? Then you should make a move. If you are interested you need to escalate. Now. If you get the "let's just be friends bit" reject her offer and move on.
