I think this fully depends on OPs demeanor. If you're a louder outgoing person and they are avoiding you they probably aren't interested. If you're more laid back then it's more likely they don't have the courage the approach you themselves.

You can find out this by checking if she initiates eye contact. If not then she hates you. Also smile, does she have a smile on her face when you talk to her.
Yeah when I speak to her, she holds eye contact, but I have noticed she sometimes looks away when I talk to her.

That’d be the case if the social circle weren’t new. If after knowing him, she continued to act shy, then yes, she probably likes him. Considering the social circle is new, she’s likely more comfortable with the others than she is with him, she probably doesn’t like him but doesn’t want to be rude.

This is classic for young women who aren’t yet confident enough to express their feelings for fear of rejection or ridicule.
It’s very easy to be out there with the others that she isn’t interested in. But with OP there is the scary realm of “OMG if I do something and he rejects me what happens?”

She doesn’t like him. Trust me. When women like a guy, they typically show him. It’s guys who are typically shy. Women learn pretty fast that they don’t really get rejected. She doesn’t like him. He’s new to the group and she’s uncomfortable with that. He likes her, which is the only reason he noticed, so he’s probably being awkward around her which he reads as normalcy, and she is weirded-out by.

I do that with two types of men: the ones that are way out of my league and the ones I just can’t stand and that annoy the hell out of me. Try to see how she reacts when you initiate a conversation. If she keeps it short and seems annoyed, she doesn’t like you. If she opens up and contributes to the conversation, she probably likes you.
