You need to develop interest first. It's true that there are girls that will start a conv from nothing and that's great but most of them don't. Be funny, respectful, be interesting. Send a "Good Moorning" text two days in a row and chat (text) with her during the day. She need to enjoy chat with you... then suddenly stop. She will mis how funny you are or that little bright you give to her day, she will text back. If she ask about why you haven't text her NEVER said that you "forget it", you were sleeping is the happy medium (it's the "okay" excuse). The other way is be Jason Momoa, and that one is more complicate.

Not an expert, but have some experience with this.
If you are texting her every or every other day, just stop for a day or two(or more if you text her less often). If she texts you back then great- problem solved. If she doesn't then you text her again and act like nothing happened.
If she asks where you have been, then she is interested and is just shy/ doesn't like texting first. You could possibly tease her and say "I just wanted to see if you'd miss me/text me first ;)", but I would only recommend in special cases.
If she acts normal then she likley isn't that interested( doesn't mean she doesn't like you since she responds to your texts) or is playing very hard to get. This is a hard sitation and there is no universal solution, but I'd recommend:
-Asking her out, or just interacting with her in person if you know her, and try to establish attraction.
-Making cool and cute Instagram/Snapchat stories, that she can respond to, and text her trough those apps. To increase possibility of her replying to your stories, make sure to respond to a couple of hers si she feels more comforatable responding to yours.

It won't happen initially. In my experience (mostly in the 8-range) they will text you first after you've taken em down, but even the most interested women tend to want you to lead at first.

Once you've bagged n tagged 'em, they'll open you more. I've flat out told a few I'm a busy man, and if they want my attention, they'll have to reach out occasionally. Works most of the time... and when it doesn't, my life continues to be great.
