Just go for it. Tell her that you want to go catch some new movie mid-day. That doesn't feel too much like a date, just neighborly. If she says no then it won't be too awkward afterwards.

Fuck that. I've had sex with neighbors, co-workers, common friends, sisters, etc. Neither party wants the cat out of the bag so everyone plays cool if there's a break-up. A next-door fuck buddy is super convenient.

Worst case, you could move. Finding love is harder than finding a new apartment.

Unless you got her number under false pretenses, just ask her out over text message in the standard way. (My recommendation for how to do this is here.)

That said, you should know there is risk to banging your neighbors. I did it a little while ago and she got weird (parking in front of my place, making awkward conversation when I am hanging out with female guests, etc). If your place is the type of place where all the neighbors know each other that could make it worse too.

Invite some friends over and get her to come too. Get her to participate somehow, like making a salad. Do it together. Also relax.

EDIT: Also I think girls hesitate to give guys their numbers because it makes them traceable. But if you're living in the same building, the rules aren't really the same.

Standard text game. Don't listen to these other guys. Shitting where you sleep is fine as long as you don't make it awkward (this is assuming you guys like each other, you go out, and then you break up- will it be awkward? Maybe, if you make it awkward. Anybody who thinks that far into the future is thinking way too hard).
