If someone flakes on you stop making plans with them. Hang out with them when they make plans with you (if they do), but just don't share your plans with them. When they start asking you why you haven't been hanging out with them, just tell them that after the last time they flaked out you figured you wouldn't waste your time. Don't be passive aggressive about it, just be honest.

I used to get really upset about flakes... then I learned from my mistakes.

This is like "if the girl dumped you, obviously she didn't want you, so why are you wasting your time agonizing over it". Move on!

Recite this, and NEXT the girl. If you meet her again, be polite but noncommital. If she has flaked on you twice or more she does not like you. Move on.

it's best if they flake on you the first time, so that it makes you think "ehh fuck this person". that's less time and effort you have to put into being around them.

what's worse is people that you've been cool with for a while, who decide to start being flaky. you want to hang on to that friendship hoping it will "return to normal". that's the harder shit.

If a girl does this then she's fair game: If you're not too busy keep at it until you do finally get together and at the appropriate time (after you've slept with her) start ignoring her yourself. This is fair and also goes for any other out-of-order things girls do with you. There's no better way to punish then ignoring or cheating.
