Sure, you need to get her attention, but you have to do it right.

With all the experience that I have, I can not think of any single time when I approached a girl in a public place, she got startled and things ended well.

Even if it seems insignificant, even if she smiles and laughs after you startled her, if she gets startled first it sets up a precedent that will be psychologically too hard to overcome.
