The best course of action in this situation is to never get into it.

If you only take girls #'s after they agree and buy into going on a date with you, then you won't have any ambiguity to deal with.

If she gives you excuses or says no to plans, you can say "I don't understand, you said you wanted to go out, whats up?".

If you get this a lot, it sounds like you are just taking numbers without having them buy into plans beforehand, and then are buggering the texting.

When I text a girl, I follow same basic plan:

Confirm plans you made
If she bails without rescheduling, ask her if she changed her mind.
Either she changed mind and I'm done, or make plans and goto step #1

I make it a firm rule to not send more than one text in a row. And absolutely never send three in a row without a response. It's 2012, you know when you get a text and no one is too busy to not respond within 24 hours. There are little to no exceptions to this.

If she does not text back. You do not text her back. Your only hope to get her is if she becomes interested in you (by seeing you doing something interesting, hearing about your new success, seeing other girls chase you on Facebook, etc.)

I occasionally text again without a response, but not for several hours (at least three or four), and never more than two texts in one day, and three unanswered total. After 3, cut her loose. Most of the time, I follow the two thirds rule, as well as occasionally going out without my phone, just to force myself to not respond to anyone for a while.

First of all, lets deal with the immediate issue-

Heres how you ease out of your current situation (Damage control): Dont text her in a few days, Find a picture of someone that looks like her, save it onto your phone, text her "Found your twin" (send the pic if you want to, not required), wait for a lame reply, leave it at that. There's your reinstated gateway; do whatever you want to; she'll probably reply for a bit but remember you're still in damage control, its better to just move on at this point.

second-

All of your texts to her should be to confirm/make a date, or something to lure her in. Doesn't have to be fancy, it could just be something like "Had an interesting day today; I need to freshen up- come take a shower with me".

Fourth- Remember you're in this particular zone of damage control because you didn't build enough attraction to get her invested; if shes not invested then dont try to build attraction through the phone- if your sister or someone ever talks to you about "this dude that won't leave me alone", then you would know what you've become. Leave her alone, when you see her again then build attraction and reset your frame.

finally, persistence should be used at your call; its really not persistence but its more of being firm for breaking through shit test. I'll give you an example: I made a date with this woman to go to the holiday festival in downtown, confirmed with her through text that I'll pick her up (texted her the morning of the day we were going), she said yes blah blah- a few hours before we were suppose to head out- she texts "can we go tomorrow? Blah blah psudoexcusegoeshere blah" - treated it as a shit test and I simply text her "lets go today". Her excuse was dumb, we went, and had a good time.

Tl;dr - use persistence if its a shit test

Many people will say don't text if she doesn't respond, and this is a good rule of thumb, but you have to remember everyone isn't the same. Perhaps she was busy. Perhaps she's not really a "phone person". Wait awhile, maybe a couple hours to a day, then try again. Don't bring up the fact that she never responded. Just start a new conversation. If she still doesn't respond, she's probably just not that into you, bro. Move on. Texting more only makes you look needy and clingy.

Persistance -> Needy/Clingy -> no value -> Friend zone -> Oneitis = AFC
