Actually, becoming overly excited or eager when a girl says she's horny is a sign of cluelessness.

She hasn't said she wants sex with you, just that she's horny. She may prefer teasing over actually meeting up. But the fact that she tells you is a good sign.

How I would respond depends on how my relationship with this girl is.

I might ask her more about her horniness and ask her whether she's masturbated already, whether she has a steady sex partner in her life. Just genuine curiosity about her sex life and feelings. That can turn into a horny conversation and mutual sexual desire.

Or I might suddenly be overly intersted, jokingly. "Mmmm... My place or your place? (a)". Kind of making fun of the overly eager, clueless guys (question is if this comes across through text though, lol), while at the same time giving her an opportunity to show whether she's interested in something real.

But I might say something entirely different. Once you're socially competent and not ashamed of your sexuality, this is just another conversation. You don't plan and strategize about conversations with your parents about the weather, and you don't plan and strategize about conversations about how a girl is horny. You just let it happen and it's fine.

I guess this is something that comes naturally to me, but I'm going to try to intellectualize it to communicate it better.

When a girl that you have established rapport with tells you that she is horny, that's a signal. Women don't walk around telling everyone how horny they are. She's telling you for a reason.

If this happened to me over text, I'd see it for what it is: an opportunity to increase your sexuality in her eyes. Start with a playful question. Something as simple as "Oh really?" or "tell me more about that". Then turn it into something about you and her together. The rest should come pretty naturally, and you'll know when to take it from the phone to reality.

BUT! This doesn't mean you should drop everything and run to her door right away. By all means, if she says come over, and you aren't busy, then go for it. Just make sure she knows you're not on call 24/7, because you have business and hobbies of your own. (If you don't, get some).
