Yes you should hit on any girl you find attractive and would like to get to know - date - F - etc.

As it’s customary for retail workers to just be nice, it’s probably difficult to consider what’s genuine attraction and what’s the dynamic of worker and customer. I’d suggest inviting someone like that to a public gathering, like a party and then if they show up it’s not like a date which holds expectations and norms to adhere.

I’ve had a crush on a female who I see every week at a restaurant I pick food up from—and I’ve felt attraction and friends and family also think I should ask her out. If she says no I’d be bummed and don’t want her to feel awkward either if every week I show up she’d avoid. I have to respect her work as her safe space. Granted my collection of interactions would help my case in feeling if attraction is present. With yours, this is a single case, in retail, that generates some ambivalence. If you just introduced yourself and made a decent impression, you’ve planted a great seed for the next time you see her out in ether.

IMHO, The girl was probably doing her job, being social/nice and trying to sell you clothes and make you go there again, rather than flirt with you. HOWEVER, that doesn't mean that you should not tell her that you like her and you'd like to meet her again if you feel like it.

Your friend is not entirely false. The girl might indeed feel obliged to give you her number or say yes if you ask her out in context of her work description (it's hard for me to see workplaces enforcing or mandating such behavior, but in the context of being polite and social, in some rare cases, the girl might indeed feel so). However, even if that was the case, she is definitely NOT obliged to text you or go out with you if she does not wish so. So, if you handle this in a relaxed and non-pushy manner, only good things can come out of it.

So, quick answer is that No, you should NOT avoid hitting on someone while they're working as long as you are polite and respectful about it.

I PERSONALLY FIND IT kind of a smidge bit degrading..trying to hit on a gal while she's working..I mean I've done it to a waitress at my local hooters.. which a few of my buddies/friends kind of..and I went to after a friend's funeral we were ALL just SO DAMN HUNGRY AND WANTED SOMETHING TO EAT SO WHEN SHE WALKED UP I ASKED HER IF SHE WANTED TO GO OUT SOMETIME WHICH I BARELY REMEMBER DOING EVEN THOUGH I WAS ONLY 16 OR SO BUT AT THE AGE OF 17.5 YEARS OLD EXACTLY TO THE DAY I WAS IN A HORRIFIC VEHICLE WRECK WHICH YES THE DRIVER HIS OTHER PASSENGERS AND I WERE DOING SOMETHING HIGHLY STUPID AND THAT WAS DRAG RACING WHICH STARTED OUT TO BE A SIMPLE CRUISE AROUND OUR NEIGHBORHOOD AND ENDED UP/TURNED IN TO A DRAG RACE ON A STREET NOTORIOUS FOR DRAG RACING DECATEUR (SP?)STREET DOWN IN THE NORTHEAST PART OF PHILADELPHIA NOT SURE IF WE WERE ON OUR WAY TO THE OLD ABANDONED MENTAL HOSPITAL WHICH WE ALL USED TO GO TO TO GET THE BEJESUS SCARED OUT OF US OR IF WE WERE HEADED HOME FROM THERE OR NOT..
