I would say you haven't wasted that much time. The reason being your teenage years are for development. And your mentality would have stopped you from doing anything anyway.

You used your looks as an excuse to not talk to women. I did the same thing. I used my height, my race and my body fat percentage as excuses (I am only 20%bf btw). But then when I saw a morbidly obese man date a girl I though was hot I realized I wasn't that bad. There are no excuses for not approaching. If you approach enough eventually you will get some traction.

You are only 23 and still have plenty of time to get out there and date.

Keep in mind that the vast majority of people don’t practice these skills to the point of mastery, most people wait until they’re just good enough at something to solve whatever immediate problem is bugging them. You have a lot of life ahead of you at 23. Adjust your attitude, so when you do talk to women the conversation isn't bogged down by the past. Try to set a goal, keep your mind going forward and don't be afraid to tell girls what you're doing. That's the easiest way to talk to them.

You are still young. You can make up for lost time. My early 20s was not exactly successful and I am now a 32 year old woman with the same boyfriend trough 5 years. I have friends who have been single for 13 years with barely any action and friends who is still virgins after the age of 30. It's ok to be a late bloomer. You are still very young. I know most people start in their early teens but its okay not to be that person. This is your year. Good luck.
