Doing something like promotional work is effective. Just go along the beach inviting girls to a bar or party that night, easy opener and sets up for more conversation such as "where you from?" and "what you doing tonight?"

I used this a couple of times. I'd set up on the beach close to some potential sets, go for a swim, and check which sets looked decent while I was swimming a bit, then I'd go relax and read or tan or whatever for a while. Get up with your towel and walk over to the set. "Excuse me ladies, (insert introductions) I have to ask you an important favour. Would you mind keeping my towel company for a bit?. I have to grab something from my car." Proceed to grab something from your car, and when you return you can fluff your towel out next to them, lie down, and engage in conversation. Kino escalation can be tricky when the girls are lying down on their towels, but after you've built some comfort / rapport, you could invite them to do something fun with you.

I would either go direct from the get go, or use a functional opener, then reframe shortly after.

This is simply because it's a beach... There aren't too many ways around this, it's kind of obvious what you want, unless, like I said, you reframe.
