You haven't shown her any interest, so she flirts in order to get a response out of you so you'll validate her. Lots of people do this. It's actually really easy to leverage into a fuck buddy situation if you remain detached and only give her a tiny taste of what she wants, but then you'll have to deal with a clingy girl with self-esteem problems. Personally, that's more of a headache than it's worth, but you're still young so you might get some fun out of it.

Literally in the same situation as you. Except we made out in my bed on three separate occasions then says she just wants to be friends...

She probably hasn't decided whether she likes you or not. And why? Because you're her friend and you haven't shown any interest. However, this doesn't mean switching to trying to pick her up is the right approach. Transitioning from a platonic to sexual relationship requires patience and tact.

The key is - reciprocate her physical affection. If she is in to you, or could be, there will be some escalation (likely under cover of booze) from her that will give you a clearer indication of where you stand, because right now, you're in the dark.

The problem you face is too much sexual intent weirds them out even if they want it on some level. So your key is to give her permission to express more interest if she feels it.
