I think it would be best to establish a point of no return where you move on regardless of your investment. Given that you have made every reasonable attempt to meet up, its their onus from that point to message you, invest, and show some willingness in wanting to see you. It's that simple. Instead of giving girls up to three chances make it circumstantial. Example being if a girl can't make it but gives another time when she would be free, then proceed. If she says she can't make it and doesn't really give you any info when she would be down to again in the future, then drop it.

Maybe try finding other interests or hobbies to keep you occupied. Getting busy might help you forget about it, who knows you might unknowingly find a different person in the process.

I just feel it. Like today I was texting on snapchat bored at work and she replied "why?" to a pretty long msg I had sent. So I clarified and she answered "oh ok". She is not interested in texting right now, I'll talk to her when I see her tomorrow afternoon to confirm logistics.

It's all about calibration. You can't be persistently trying with the same methods over and over again expecting different results. You might as well keep slamming your head against a brick wall. Ask yourself why she said no in the first place and then address those reasons if you decide to persist.

Some people like to be pursued. They might not even realize it, which is why you'll initially be rejected. But when you're persistent, sometimes it forces the other person to change their mind. The trick is to know when they want you to back off for real.
