Define eye contact cuz nobody likes being stared at. I'd rather someone just came up and talked to me than look up and see someone making direct eye contact. I would be weirded out lol

Well it's good you're trying to improve but what you are doing when trying to make eye contact with random people is staring, atleast that's what they will think you are doing if they don't know you. That is creepy. Eye contact should be used when you talk with people or when you see someone you know. Btw there will never be two random persons randomly looking at each other's eyes, thats kinda weird.

Do you live in NYC or a place like it? It can be the culture of wherever you're at. Here in NYC I've noticed that the girls who return my eye contact usually tend to be tourists from other parts of the world.

Also, it can be due to the fact that many girls these days deal with social awkwardness and anxiety as well. This is a problem that isn't just limited to guys!

What do you mean by a slight grimace? what parts of their fact are moving and how?

too Ugly? Doubhtful. I know short, heavy, older men who do well (including myself). Look to your body language, micro expressions of emotion, dress style, etc.

The huge red flag here is that you do not seem to actually be approaching (and a lot at that). Maybe your nervousness/anxiety/uncomfortableness is showing.

It can be weird. I do think eye contact is very important but there's a way to do it that isn't creepy. Going up to everyone you meet looking them right in the eyes can be a bit jarring. But when in conversation with someone, in a setting where you both are comfortable, it can prove quite valuable, I think. I have a friend who is a girl and we talk about anything and everything during lunches. We both share great eye contact and I have realized that was something I failed at when I was a teenager. I think, for me, as time went on and I worked with women over the next two decades, being active in conversation and showing through eye contact that I was listening to them and responding in kind to show that, I learned that it was important. They do return it but it is all in when to do it, I guess.
