If the dates are not going anywhere you need to lead them to where you want to go. If your game is good you should have a series of stories or experience that you share with your date. The stories should be designed to elicit emotions from the female. each story escalating the feelings and encouraging Kino. It's hard to tell what your problem is without more detail. But I noticed a huge difference by leading and escalating more.

Where do you take your dates? Is it easy to casually touch them, or are you stuck to a seat, talking across a table?
