This is an interesting point but even if we were to assume that all men always enjoy sex with women, there are still plenty of legitimate reasons for a man not to want sex. I think the rule is just far too simple to be worthwhile. If you want to make it into a rule then it should apply almost all the time. If I had to try and take the essence of your post and make a rule out of it, I'd say: Don't give in to challenges to your frame from people you think you should have power over.

Give yourself a more realistic rating. Most people are far too generous. If you think you're a 7 then you're probably a 5. And if you can see yourself as a 5 then you might stop trying so hard to reject any suggestion (like getting rejected) you're not a 7.

In my experience, the busy excuse simply means she's not that interested in you. She might meet you if she's bored and has nothing better to do but she won't invest much effort at all. Or sometimes it just seems like she doesn't actually want to meet you but she's too much of a pussy to simply say so. With girls who give the busy excuse it's usually best to just move on and forget them after about 2 tries. If she was interested then she'd make time.
