In poorer communities 75% of kids are born out of wedlock. This isn't a man's choice. This isn't accidental. These are intentional acts of the woman.

So, given the deleterious effect of single motherhood, why do they choose it?

It has to do with incentives. As the truism goes, people respond to incentives. She gets paid for having children outside of marriage to the tune of $37k/year in government benefits. Few men in those communities can bring in more than $37k/year to the marriage, and those that do aren't likely to want to marry her. So she has a choice, either marry a man and lose those benefits, or stay single. She makes the rational choice.
