I had a debate about this the other day. I don't think it's right to draw a connection between this and rape culture. However, it was assault.

Technically, it was an assault, but for Christ's sake be resonable. He was so happy for not having to go back to the Pacific that he kissed a nurse. She didn't even felt violated or hurt, she took it for what it was - an act of jubilance. In different circumstances it would be creepy at best, but this was something completely different.

If feminism succeeds in preventing men from initiating all expressions of sexual interest, then all that will be left to save the population from extinction is for women to initiate expressions of the sexual interest. That wouldn't be altogether a bad thing.

This is like someone patting your ass after a touchdown...which would also be considered sexual assault if you're willing to push it that far. VJ day was one of the greatest "touchdowns" of American history.
