Nope, actually you'll see that the word "answers" is the subject of the sentence, so it would read:
answers...isn't that smart
There's the disagreement. "a portion of the population that signs up to find SOs on OKcupid" is a noun clause that acts as the prepositional origin of "answers" (as in, where the answers are from), and in no way influences the verb. If you simplify the noun clause to "the quiz takers", the disagreement becomes much clearer:
Ah, answers from the quiz takers isn't that smart
Voilà! The subject, as well as the disagreement, is now much more obvious.

What could be causing this?
Some possibilities: Women are less educated in sciences. Women don't read OKCupid match questions as carefully and/or don't put as much effort into dating sites. Geeky/intelligent guys are more inclined to join dating sites than geeky/intelligent girls.

The graph does not imply anything, except that 10% of OKCupid users who listed their gender as female and answered this question selected the incorrect answer, and 5% of OKCupid users who listed their gender as male and answered this question selected the incorrect answer. That's all it means. Anything else you get out of it is hypothesis and would require further study to test.
Hypothesizing about a given set of data is not a counter-argument against that data. That's how science works. If you have convincing evidence that one hypothesis is better than any alternative hypothesis, then please feel free to supply it.
