The first statement is worded terribly. It sounds like the author is saying "men don't rape but a small percentage of women do".

While I'm pretty certain that the article is saying that a small percentage of both genders rape it didn't immediately come off that way.

As a feminist I'd like to say that I don't entirely agree with the law change, I agree that women should have equal punishment for a crime as men. I think the real issue for me is that often women in these areas are blamed for sexual acts/crimes when the man is equally or entirely (this largely depends on the situation) guilty.
