Biden did not say that. The only people saying that is CBS News and editors lead by anchor Norah O'Donnell. The article tries to twist Biden's statements as being pro-women. But his language was very neutral.

"It is a national emergency. It genuinely is a national emergency," Mr. Biden said. Nearly 3 million women have left the workforce over the past year.

The first line is a quote that can be attributed to the President. The following line is all on the editors and CBS spinning the narrative. Why do they do this? Because it gets them clicks.
