Genius idea: in the case of a person having to pay child support, the person should pay money to the local government, who will in turn buy things necessary for the guardian. It prevents the abuse of funds given to them in the first place!

Child support is reimbursement for the expenditures and labor of the parent performing the majority of the parenting duties. It is meant to be sufficient to provide enough for the care and comfort of the children such that their lives continue more or less as if their parents were maintaining a home together.

There isn't, legally speaking, much of a way to "abuse" the funds. A parent can neglect their children, but that's not child support abuse.

Also, running a system like OP describes is expensive. CS systems already gobble up money just handling bookkeeping. Being a grocery and clothing supplier would be worse for the kids.

As a single father whom has never received the child support ordered for nearly 17 years now, this is a horrible idea.

The government should have NO say on when, where, how, or what that money is spent on. I am sure there are those who abuse it and I do believe there should be more options available in order to make sure that is stopped, but, I can just imagine the bureaucracy and red-tape this would cause every time I needed to make a purchase.
Especially as a single-father with sole custody of my children, I imagine the conversation going something like this...

In response to your edit, I think your head is in the right place.

That's the login behind WIC for example. It's like foodstamps but for infant formula and food for kids. So only certain products can be bought with it.

Of course it adds government bureaucracy and stuff like that, but it makes it harder for people to launder the money.

Have a bank card set up to only work for things a child would need such as clothing, shoes, groceries, school supplies, other things and make it run like W.I.C. checks you can only get what is needed for the childs age/size requirments. The last one is important because some like me get to be 6' at 12 and wear size 12 shoes at 11.

There should be no such thing as child support. If you have custody then you provide for your kids. If you can't then you're an unfit parent and should never have been given custody.
