Yes, it’s definitely coming a polite rejection. When a girl is really into you, they would do everything to try and see you no matter how busy, specially in 2 weeks time.

I disagree with those saying contact her, I'd say don't reach out and let her contact you. Asking this might give her the 'we are in a relationship phase' except you arent in a relationship with her. Asking her this before she is ready could scare her away even more. If you purposefully don't reach out to her as you have been previously, I think you have a better chance of her reaching out to you and her asking you "is everything ok between us" since you not texting her isn't a norm for her yet. But then again she might not reach out to you and in this case no harm no foul, you learned she wasn't as into you as you thought. Find someone more into you. Women are like cats, only pet them when they want to be pet, otherwise don't. They might just come back to be pet again.

Ultimately, though, it doesn't matter if it's true or not. Are you exclusive with her? No, you're not. That means you should have other things going on in your life to keep you busy. She's unavailable for the next few weeks, so you wish her well and go on with your other shit (which should Include other women).

Probably she got bored, because there seems to be no challenge and too much repetitiveness in your relation. Also, you are very nice to her for no reason, that sounds insincere and turns down sexual tension and it resembles a goodbye talk. She probably sees no future with you, or she just met someone else that can flood her with more intense emotions. Girls are different in this matter, you should always keep the emotions going on between you, especially in the early stages.
