Easy, being casual in that present moment, if you approach and she says NO and you keep 'bothering' her that's harassment, when you don't respect her decisions.

I would assume approaching a stranger for the first time is considered a cold approach, continuously pursuing her after she's made it clear she's not interested would be considered harassment

Most of daygame is designed for western society. It would be stupid for anyone without direct experience on doing daygame in a very conservative society such as middle east to treat it just the same as approaching in the US or Europe.

Don't take advice that is not designed for your unique situation because that will get you in trouble. I do a lot of daygame and approach a lot, but most of the advice I've seen on here are crap. You need to develop a style that is meant for you and your situation. For you there is an element of culture you need to consider, so take all advice here with a big grain of salt.
