Don't agonize or overthink this stuff. Girls at all ages are flighty. 17 year old girls are somewhere in outer space. She'll love you one day and hate you the next. Just don't be her orbiter.

Don't tell her that you like her, but you can give her hints.

Joke and disqualify her with something like "It's too bad that you're in a relationship, because we could totally go to X together tomorrow." (X is some random activity)

Naturally she will try to convince you that you should let her go with you anyway. And you do. From there, just escalate a bit (hold hands, go for a kiss if you feel it) and soon you'll have a girlfriend of your very own!

Get her alone in a location where sex would be possible (her place or yours, or something like that).

Qualify the shit out of her (e.g. I think you're a nice girl, but I don't think it would ever work between us because of xyz). Make her work hard to remove all your objections and 'convince' you that she's the right kind of girl for you. Once she has you convinced, make a SOI (statement of interest) by saying something you like about her personality that she mentioned while qualifying to you.

At this point she has 'won you over'. Start minor physical escalation (touching her on on sexual areas of her body). Then tell her, "Thinking about it there may be some chemistry between us, but you have to pass the chemistry test before I can be sure". When she asks what the chemistry test is, say "This", then move in for the kiss. You have to do this to force her to a decision as to the nature of the relationship. Physical escalation means something, words are meaningless.

If that goes OK, physically escalate towards touching her sexually. Google 'Last Minute Resistance' to find out how to handle any resistance at this stage. If this all goes OK, progress to sex.

If she won't even kiss you, then you're done with this girl. It isn't going to happen.

Some points to note:

Most girls (especially girls this young) don't even know themselves what they want, so trying to figure it out yourself is a waste of time.
She is used to being hit on by teenage boys. Be different and act like a man.
You should be actively pursuing other girls. Don't focus all your mojo on her.

i kinda found myself in a similar situation, in my case i ended up being friend zoned, she would start going out with dbags and came running to me every time they wouldnt work out (but just as a friend). I had a huughe crush on this girl so it was hard to move on, every time i tried to, she would pull me back and if i tried to see other girls she would go crazy jealous. That was one of the most emotionally painful time of my life. If u think she likes you like that, I would recommend escalating right away,make your move, if it works, great, if not, move on quickly, it will be less painful
