Stick your tongue out for half a second. That shows you're playful, and will catch them off guard. If they stick theirs out back, wait two minutes, then go talk to them.

Understand that you're a person too, you're not below them. You have as much of a right to look them in the eyes as they do for you.

I had this severely, its linked to anxiety and low serotonin. Once you get some wins your serotonin will rise and you will learn to be confident looking people in the eye. Personally, I found out I had Social Anxiety so holding eye contact was too difficult until I had SSRI which raises serotonin. Its interesting, the looking away and general lack of confidence is linked to 5HT2A and 2C receptors, they act to shut off motivation in checking out dat ass. However, these receptors reduce when you have high serotonin for months. So the answer to your question is keep at it and it will become natural after some weeks or months, but think about if you have social anxiety also, as a good SSRI will fix it. For me it was incredible after an SSRI, i'd notice women more and talk to them, looking them in the eye. When I stopped the SSRI (to try 5HTP) this magic stopped :(, so back on again now.

Wink at them, or flash your eyebrows (raise them both at the same time) and then smile. A return smile is an invite to open the conversation. Even if you don't get one, you can still approach and open with a veiled complement or something equally disarming like, "hope you don't mind me flirting just a teeny little bit, you might just be the most interesting person here... we (xyz you have in common) folks gotta stick together"... just like sticking your tongue out this creates a playful tone, comes across as honest, builds self confidence and helps avoid the creepy staring guy factor
