I disagree with the statement that men don't get judged for pursuing their sexual desires. After all, practically daily you hear some group of women complain 'men are pigs', that men are insensitive and 'all they want is sex'. Then if you approach a woman that looks young it's 'eww gross are you a pedophile?'

A: because women generally have no drive to do anything or be active in anything. They vastly prefer to consume and judge rather than pursue and invent. That's why travel is their favorite hobby, because it's really nothing more than bourgeois consumption (of culture), however it's not seen as bourgeois or shallow, but rather it is romanticized and seen as a noble pursuit. Men's hobbies are what, hunting and other active stuff, and their consumptive hobbies are sports, i.e. vicarious adventure and combat

The real reasons women don't approach men:

They're scared to (approach anxiety, risk of rejection, etc). Men are scared, too, but women have the advantage in that culture tells them they don't have to and tells men they have to. This leads to a snowball effect where men have to and women don't.
It makes them feel validated to have a guy approach them. Having men overcome obstacles (his fear) and put forth effort to meet her is far more validating than having her overcome obstacles (her own fear) and effort to approach him. To put it another way: whoever puts in the effort is complimenting the other person. It's almost like saying, "He puts forth the effort because she's worth the effort". This is also connected to gender roles where men are supposed to be confident and stoic (with no need for validation), whereas women are to be validated and elevated.

There are times when women approach me. It's rare, but it does happen. The one common thread I notice with these approaches is that the girl is generally less attractive than me. In other words: she know that if she doesn't take action, she isn't going to get with me. In cases where the gender ratios are messed up (too many women, not enough men) or in cases where the she isn't going to get with a guy (because she's less attractive than he is), some women will do the work of approaching.
