That's what they want to prevent. Saying "No Hookups" makes (most) guys realize that they shouldn't send creepy texts, but be kind of normal.

"plausible deniability" lmao. she doesnt want hookups. she wants to maybe meet with someone, maybe go on a few dates, and THEN maybe have sex. or shes looking for a real relationship (i know plenty of people who have found one through tinder)
