3 things:
1) Text early in the week and say, "Let's go to (place) at (time)" for some day that weekend or say, "Let's go to (place) on Saturday, what time can I pick you up/meet you?"
2) If you notice she's constantly texting other people when you hang out, but doesn't text you back frequently there's probably reason - either she isn't interested or wants to make you interested w/ her delayed responses
3) Don't be afraid to take time to respond, it's typically encouraged. 3x however it took them typically unless it's a back and forth conversation where both people are quickly responding. It comes off as needy when you immediately respond to their 2 day late text to you.

3x is too long when you are talking terms of hours. In general it just perpetuates the waiting to respond mindset on both sides and in the end youll both be waiting a day to respond

I'm definitely talking in terms of hours and what you said hasn't been true for me. A majority of the time in my life, that waiting to respond mindset is already in act by the girl, I only started doing it recently because girls always did it to me and I didn't realize how it looked when they took forever to respond and I would immediately respond. It's always started with them taking hours, I take 2-3x that, then at a certain point they respond more frequently because of this, and my 2-3x goes from hours to minutes/an hour.
Also, if you read what I said:

For me to get to that point, it happens much more frequently when I start off by taking 3x as long to respond.
Also, if they're responding within 15 mins to an hour, which is reasonable if they're interested in you, 45 mins to three hours isn't that long to take to respond.
It's not all or nothing either, if they hit you up and say come over tonight but it's been 2 days since they've responded, you're not gonna wait a week and be like, "Still want me to come over?" lol

No you shouldn't call. If you really wanted to hang out with a person, would you not reply to their texts within a reasonable time?

Some time ago, I agreed with you. Then I have met a couple of guys who are the best I have ever seen with women, and they say “always push, you never know what is going on in someone’s life: keep in touch and see what happens, worst case she will block you.” Unbelievably, it is working for me, and I feel it is a better mindset (I take flakes much less personally now).

Well, there's the extreme solution, which is to be such a powerhouse dater than you can schedule 10 dates a weekend and every flake doesn't even register, but then you're flaking on every girl but 3ish, depending on your juggling skills. In which case, you'll never be on reddit again.
There's the other extreme, where you invest all your energy into one chick and post about her specifically instead of the bigger problem.
There's also a middle ground, and you're not even close to that, but I'll let you decide where you are in the spectrum I've outlined.
