A 21 year old woman in America saying she can't find a guy is like going to China saying you cannot find rice.

Bars, pool halls, music venues, apps, libraries, grocery stores, Univ., aannyyyyywheeeeere.

Give guys indicators of interest (eye contact, smiles, etc.) and they will come by the dozens seeing if they got a chance.

well, looks matter to guys a lot more than girls. What you are describing is personality. Give us a sense of how you look. Face, boobs, waist, ass. These things come to play first, way before personality. If guys already determine that you didn't make their look cutoff, your personality won't be considered.

You need to work with their eyes basically. Girls crave character and personality, and guys go visual impression first. So give the guys something to look at, be a littlebit touchy, and also try to "tap into a different stream" of people, other locations, other types of events.
