Go straight forward, stop the entire family and say the girl is cute. It's not creepy, it's honest. Don't believe bullshits like indirect or whatever else : her mom and her dad will appreciate more a man that has the ball to declare what he wants, rather than a sneaky guy on the street that pretends to care about all of them. People evaluate honesty as a good thing. Be social, and make the stack anyway on the girl. Don't be fearful about the dad, the mom makes the rules about sexuality in family, almost always (in this century).

Go for it. Sniffing her underwear in front of her parents is creepy. Saying hi to their daughter is not. Her parents know exactly how pretty she is. If you're roughly her age, trying to get her attention is extremely normal.

Approaching someone out of nowhere and saying anything romantic is creepy regardless of whether or not their parents are there. Start a casual, non-romantic conversation and pick up vibes from that. Approaching someone with their parents isn’t weird as long as you’re not hitting on someone out of nowhere.

Although, from personal experience, I was always mortified if someone approached me in front of my parents when I was a teenager.

I've done this a few times, it can be awkward and I try to avoid it. If it's just her and her mom then introduce yourself to her mom first. Be gentlemanly and upfront. It's a weird dynamic but it can work, i have witnessed it work but there is a lot of "posing" going on. Not in a bad way just attempting to placate the mother. Another way to do it is to flirt with her while the mom is temporarily gone, you can turn it into "her little secret" like she was 'bad' with her mom around

Might not be creepy but it is dorky. Come on. Only a nerdy bird would attempt a compliment in front of said parents. Better off going into a store with them then getting her attention without mom and dad slobbering all over the daughter.
