Does asking for a girls number point blank work or does there need to be a little rapport first?

I honestly feel there needs to be conversation first. Guy or girl, who wants to give their phone number to someone they barely know? Still there might be situations where you gotta be quick, you don't have time for conversation, and you probably just need to ask point blank. Just wondering how you should handle getting the phone number.
