It doesn't matter whether you step to a woman or she comes at you. Ultimately you still need to let her know what you're interested in, and she needs to follow that plan.

Women checking you out and initiating conversation is cool and all but they may be interested because they think you'd fit their agenda (free dates, free attention, an ego boost, making another guy jealous, whatever they may want).

The only thing you need to know is if she's responding to what you want to make happen. If not, just wish her a nice day and move along.

just proceed like any other approach. just because she approached you doesnt mean anything else changed. signal intent, build rapport, escalate with consent.
