These anti-rape "campaigns" aren't directed toward normal guys like us. They're directed at children to condition them, to women to indoctrinate them into the feminist man-hating false-rape culture, and maybe to a lesser extent toward really wimpy guys to push them farther away ("now that beta loser will be even more chicken about hitting on me because I can accuse him of rape, thus avoiding the awkwardness of having to turn down his timid affections.")
Nobody's trying to convince us about anything; we all know that we're not rapists-in-waiting. We all know that nobody except for extreme psychopaths actually think that sex without consent is "asked for" if a woman looks provocative enough. This isn't about education or convincing anybody of anything. It's about painting a picture.
The people who propagate this nonsense are slowly poisoning society by publishing this. It's not what they're saying, but what they're not saying. When they put this stuff out there, they put it out there like it's just a given that many/most men will make unwelcome sexual advances based on how a woman is dressed. When they address the imaginary issue of male aggressors jumping on scantily dressed sluts, there's an unconscious assumption among the stupid and uninformed that there's a real issue. Because who would address an issue that doesn't exist?
This stuff isn't written to actually address the rape issue. People know there's no rape issue. It's written for the specific purpose of creating the perception that there's an issue when none exists.

Well articulated.
But, I would argue that the wimpy guys are a prime target. When I was in college, it never seemed like women were deterred by sexually aggressive guys, so long as they handsome, rich, athletic, etc. It was the creeps, nerds, pencil-dicks, dweebs, freaks, etc. that they were irrationally terrified of, or who they reacted to with distaste. Ad campaigns like these do the dirty work. Naturally they also indoctrinate the children who grow up to become nerds, and the women to think it normal to demonize vast subsets of the male population. Meanwhile, the handsome, athletic wealthy guys could pretty much do whatever the hell they wanted, and their success reinforced their confidence in a virtuous cycle. The betas would constantly be second-guessing and over-analyzing every move, then psychologically mutilating themselves over inevitable failures that came from de minimis attempts born out of misguided notion of romance.

According to the National Crime Victimization Survey, the adjusted per-capita victimization rate of rape has declined from about 2.4 per 1000 people (age 12 and above) in 1980 to about 0.4 per 1000 people, a decline of about 85%.
Different surveys produce wildly different results, mostly because the questions (and basic assumptions) are wildly different. Plus if you try searching for annual rape statistics the links are dominated by organizations with a clearly biased agenda. Those agendas all include exaggerating the female's status as weaker, blameless victims and males as aggressive animals who rape by reflex, as well as inflating the rape statistics to reflect that the US is in a "Rape Epidemic Crisis".
What do the folks who actually get paid to fight crime say? The US Dept. of Justice reports that rapes per 100,000 population has declined from 42.8 in 1992 to 26.9 in 2012. Those are rapes reported, not convictions or arrests.
Which pretty much spells out that the "Crisis" and current rape hysteria is, well, bullshit is the word that comes to my mind.

You know, I really hate the word "rapey". It implies that rape is not a clear-cut act, that either happens or doesn't happen. It basically plays into the feminist narrative that women, and only women are qualified to judge whether or not a rape has occurred, and that the same scenario can be rape or not-rape based solely on the opinion of the "victim".
They have already succeeded in doing this with sexual harassment and assault. Now they are doing the same with rape. If I do something "rapey", is it illegal-ey? Is it wrong-ey? I would honestly like to know what it is these posters are supposed to prevent. Acquaintance rape is by far the most common sort of rape for a young woman. That type of rape most often happens on a date or in some other social setting where sexual intercourse is, for lack of a better term, expected (maybe suspected?). Is there an epidemic of men not taking "no", slaps to the face, scratches, punches, or whatever as a hint? Just wondering what the problem is. Seriously.
Or, if rape isn't the problem, let's do a thought experiment. You're a young lady, you're going to dress like a slut on Halloween. You feel anxiety and insecurity about it that prompts you to make and distribute these posters. Where is that coming from? Are you afraid of men thinking the "wrong" things about you when you wear that outfit? Are you attempting to create a psychological environment where you can dress revealing but not lower your social status?
Maybe this is the crux. Young women want to dress like a slut, but they don't want to endanger their status or SMV.

This is just more excuse for girls to avoid any responsibility when they should be taught that increasing or decreasing your chances of a crime being committed against you is all on you. Choosing to ignore warnings and tips is just being ignorant and delusional. Much like blaming men as a whole.

There's no evidence to suggest what you wear has any effect on your chance of being raped. If we're talking about stranger rape, which is exceedingly uncommon as is, then alcohol and being alone are the biggest risk factors.
If we expand the definition of rape to include serious sexual assaults (you'll see why in a moment), then the majority of those are committed by family members (usually against children). It makes sense because being a parent is the most common scenario where an individual will find themselves with power to abuse.
The kicker is that, and this is what the feminists don't want us to talk about, is that most of the perpetrators of child abuse are women, even if it is for the simple reason that most caregivers are women. Single mothers especially, who also enable child abuse by their new partners. But since women can't rape people because they lack penises, it seriously skews the statistics so it makes sense to talk about child molestation. They know the debate around dress is silly, because that's exactly what they want us to talk about to stop us from discussing the real problem of female child abuse. Conveniently it isn't even considered the same league as rape by feminists. I mean would you rather by starved and have to drink you own piss until you died, or be raped once? That's without the sexual abuse they also inflict on their victims as well.

Your argument is also self-defeating because if "a predator is going to get his way whether [I'd] like it or not," there's no point in telling rapists to stop raping either. Your suggestion is that we all do nothing, then?
The word "party" does not refer to blame, it's a gender-neutral pronoun when discussing more than one person. Yes, the rapist is always the active aggressor. However, women can engage in behavior that will passively increase their risk, and this as well should be considered when attempting to prevent further cases.
