If that had happened to me at 17 it would have been a positive impact on my life.
If a 17 year old aggressively chases an adult of either sex then I do not really have a big deal with it if its proven they were aggressive and that there was no obvious evidence of their age.

My sports teacher ran of with a 16 year old from one of his classes. He left his wife and they disappeared. Found out not long ago that they got married had a few kids together and have been together now at least 30 years.
I think below 16 then things change dramatically although if they are well developed and look older while also aggressively chasing an adult coupled with perhaps being in a venue that is for adults only then I would say there should be very little to no punishment.

It all has to do with what the average person would think about how old the child looks. If it is agreed they look the age they are or younger then going to prison is reasonable.

If its agreed that they do look older than they are then there should be leniency.

My own rule when I was of an age where I could slip up (guessing between 18 and 27) was if you have to ask then she is too young.
