Check them out, sure, but never follow them. They will just see you as another one of their followers and not a potential partner. It makes you too accessible and then easier to dismiss and forget.

I did see something recently about how to get an Instagram person to “initiate” with you, but tbh I don’t remember half of it because I’m never going to put effort into that crap lol

Do you want to date them? If yes then don't make the first move. That will set the dynamic for the rest of the relationship.
