SASEBO NAVAL BASE, Japan — The commander of U.S. Forces Japan imposed a curfew Friday for all U.S. military personnel in Japan in the wake of this week’s alleged assault and rape of an Okinawan woman by two U.S. Navy sailors.
“I want to personally apologize for the grief and trauma the victim has endured and the anger it has caused among people in Okinawa,” Lt. Gen. Sam Angelella, commander, U.S. Forces, Japan, said in a statement. “Japan is one of our greatest allies, most trusted partners, and is the cornerstone of peace and stability in the Pacific region. We will continue to do all we can to ensure the U.S.-Japan relationship remains strong.”
The 11 p.m.-5 a.m. curfew does not affect family members or any civilians or contractors employed by the U.S. government.
The only military exceptions are for troops who must commute to work outside of normal working hours — they are not allowed to make any stops en route — or those who have to deal with a medical emergency. Traveling servicemembers who are staying in off-base hotels must remain in their rooms after 11 p.m., with hotel bars and restaurants being considered off-limits.
The curfew will remain in effect indefinitely. Violations are punishable under the Uniform Code of Military Justice.

Jan had been suspected of coordinating Taliban operations, selling Afghan police uniforms to our enemies and raping at least nine boys on base.
A few weeks after Brezler's warning, which went unheeded, one of Jan's teenage "tea boys" went on a shooting spree at FOB Delhi.
Marine Staff Sgt. Cody Rhode was shot five times, but survived. Three others died of gunshot wounds: Staff Sgt. Scott Dickinson, Cpl. Richard Rivera and Lance Cpl. Greg Buckley. Buckley's relatives filed suit against the government last fall over what they believe has been a coordinated and illegal attempt to suppress details of the insider attack.

KABUL, Afghanistan — In his last phone call home, Lance Cpl. Gregory Buckley Jr. told his father what was troubling him: From his bunk in southern Afghanistan, he could hear Afghan police officers sexually abusing boys they had brought to the base.
“At night we can hear them screaming, but we’re not allowed to do anything about it,” the Marine’s father, Gregory Buckley Sr., recalled his son telling him before he was shot to death at the base in 2012. He urged his son to tell his superiors. “My son said that his officers told him to look the other way because it’s their culture.”
Rampant sexual abuse of children has long been a problem in Afghanistan, particularly among armed commanders who dominate much of the rural landscape and can bully the population. The practice is called bacha bazi, literally “boy play,” and American soldiers and Marines have been instructed not to intervene — in some cases, not even when their Afghan allies have abused boys on military bases, according to interviews and court records.

A lawsuit charges that the U.S. military’s indifference to the crime of Afghanistan officials sexually abusing boys led to the killings of three Marines in 2012 by the youthful companion of a corrupt Afghan police chief.
Despite warnings that the chief, Sarwan Jan, and his boy entourage should be expelled from Forward Operating Base Delhi, Marine Corps commanders let him stay. On Aug. 10, one of his “tea boys” walked into the base gym and gunned down the three Marines, including Lance Cpl. Gregory Buckley Jr. of Long Island, whose parents are fighting out a lawsuit in U.S. District Court.
“There was no investigation or scrutiny into, or monitoring of, Jan or the unknown boys and young men he brought onto FOB Delhi,” states the lawsuit, filed by New York lawyer Michael J. Bowe, who took the case pro bono.
Mr. Bowe told The Washington Times, “Jan never should have been there. We believe these abuses contributed to Greg’s death because aligning our troops with those committing these horrific acts made our troops targets and because in looking the other way commanders failed to maintain a level of control over the base necessary for safety.”
A culture of high-ranking Afghan police, politicians and warlords routinely raping boys has been the focus of war stories since the 2001 U.S.-led invasion.
An article in Monday’s editions of The New York Times, posted online Sunday, has placed new emphasis on the debauchery by pointing out that U.S. commanders generally ignore the practice, even if the crimes happen on American bases.
In fact, two Green Berets were punished by their Army superiors because they physically accosted an Afghan local police leader for raping a boy and beating his mother. The Green Beret A-team leader chose to leave the Army. The Army has selected his sergeant, Charles Martland, for involuntary separation because of the reprimand.

No. Us Marine leadership punished their soldiers who would try to intervene. Which is Ironic that they made such a noise over Boko.
US coast guard has a problem where it's difficult to join because sailors don't want to quit while the other branches have a suicide problem.

You're ignoring the fact that the US military forced troops to have boys raped on their base while they make soldiers wear high heels for rape awareness.

9 children were raped on a marine controlled base, not in the middle of Kabul.
If that base were to be attacked people would say it's sovereign territory of the USA.

Imagine the scandal if it came out that soldiers were court martialed for stopping the rape of a Japanese school girl on a Marine controlled base.
There is a rape culture but you'll find in Afghanistan not USA.

The thing is two men did the right thing when confronted by a rape victim and his mother who was battered by rapist as she fled to the Base thinking she would get sanctuary there.
She and her son out of all of the people in recent years should been the ones to receive refugee status.
I want to see dishonorable discharges for all officers up the chain of command who're responsible for this, even if they are a 4 star general.
I'm not saying soldiers should be the cops of that region, but to have it take place on their base, and to have those two soldiers punished like that..
What exactly are we doing in Afghanistan at that point to fall so far down like that?

You bring this information up the military reddits and the bold & brave act like some of the biggest little bitch.
Worse of all because of our leadership some troops died in a shooting caused by one of the victims.

Wrong. Afghani culture, is just that. AFGHANI culture and laws. If the Afghan law doesn't cover it, and setting up US law and rule isn't part of the mission. There's nothing they can or should do about it.
