Phimosis simply means a foreskin that cannot be retracted. It is the normal and beneficial condition in a young child. A diagnosis requiring treatment because of phimosis in a child is an incorrect one. Of course, there are other conditions that can affect a child's penis and might require treatment, but they aren't phimosis.
If phimosis occurs because of scar tissue following injury, then that might become problematic. However, during childhood, if the child can urinate, then it is best left. If proper urination is not possible, then it is one of the very rare cases where intervention is justified, but this problem can normally be resolved by methods less damaging than circumcision.

Phimosis doesn't cause pain in a child (unless someone is wrongly trying to forcibly retract the foreskin). What you are referring to are conditions such as injury or severe tissue damage through infection that just happen to happen to a child with a non-retractable foreskin, or perhaps cause a previously retractable foreskin to become non-retractable. These conditions might require treatment, but the problem itself is not caused by a non-retractable foreskin. By calling these conditions 'severe phimosis' you are encouraging the already common misunderstanding that a boy who has a non-retractable foreskin requires medical treatment because of it.
The term 'severe phimosis' has little meaning. I presume it would mean a foreskin that cannot be retracted even a little bit, but that is normal in many young boys, and doesn't require treatment.

In a child, such a case is best left if not causing an immediate problem, because sometimes it resolves itself.
Topical steroids and regular gentle stretching can work in cases like yours, but it can take a long time, and care is needed to avoid causing further injury. It's worth trying it you haven't yet. There are surgical options that are less damaging than circumcision too. You might find it difficult to find a specialist who will recommend anything other than circumcision, especially if you are somewhere circumcision is seen as normal. If you think you would prefer a treatment other than circumcision, perhaps seek a recommended specialist through one of the groups that campaign against infant circumcision.

have you looked into preputioplasty or z-plasty? they're every bit as fast but do much less permanent damage to your penis than circumcision.
