I am genuinely confused by the definition of the word "mansplaining". I've seen the word tossed out flippantly to end a debate but is defined in at the the following ways:

As the senator defined it, "it's the slightly patronizing and condescending way you're responding to my question."
Explaining something that had just been explained by a woman.
Explaining a woman's concerns but from a man's perspective.

Can anyone clarify their understanding of the true meaning of that word? I would typically go with the last one on the list as that was my original understanding of the meaning, but I've seen women use that word in so many conflicting ways to shut down a man expressing his ideas that I'm genuinely confused on what it means to most people.
