It's a fact that women do not do extraordinary feats at the same rate as men. The reason is because there are far more more male geniuses than women. So, in the intellectual sphere, they will dominate.
In the physical realm, they also dominate. See how high school boys teams can often times beat female professional teams.
So, given this, you would not expect nearly 50/50 representation. 5 out of 150 is probably pretty fair.

If you examined 99.9999th percentile humans for basically any other trait you'd care to measure, you'd probably find and even greater gender skew due to men generally having a wider/flatter statistical distribution. Thus the observed result in NYC statues is not unexpected.
