City of Atlanta for the first time began to report male victims in their "rape reports" - Previously many of the men that were sexually assaulted were categorized under "sodomy" laws and not considered victims of "rape".

the incidents of rape reported by the city immediately doubled; more evidence suggesting that men are victims of rape at nearly the same rate as females.

The article mentions that many of these would have previously been considered "forced sodomy" however it doesn't give any indication regarding "forced to penetrate" assaults. Also not mentioned is whether these reports include sexual assaults in prisons. (prison rapes are usually tabulated by department of corrections rather than law enforcement and historically have not been included in the fbi (or cdc/ncvs surveys) - Including prison rape rates suggests that men are victims of rape more often than females.

Making the crime of rape gender neutral is an acknowledgement that the gender of the victim of a serious sexual assault is irrelevant to the harms suffered by the victim and to the moral gravity of the offense.

It's still not gender neutral though, is it? Unless "Penetration, no matter how slight, of the vagina or anus with any body part or object, or oral penetration by a sex organ of another person" includes when the victim is the one being forced to penetrate. Otherwise all it means is that if a woman shoves her fingers or a dildo etc. into a man or a woman it wold be rape, but if a woman forcibly mounts a man (where she is the one being penetrated and he's the one being forcibly engulfed) it still wouldn't count as rape

So this new definition includes men being raped by men and men and women who were forcibly penetrated by women, but it still leaves out many male victims of rape and most female rapists by not including women forcing males to penetrate them. What this country (and every other country) needs is a truly gender neutral definition of the crime of rape, like forcing someone into sexual intercourse (forced penetration or forced engulfment/forcing to penetrate)

Text of the Proposed Bill SB 145 Credit where it's due, all the Senators involved in drafting the bill were Democrats.

One of those was Amari Fennoy, a junior at Spelman who said she was shocked to find out about Georgia’s definition of rape. She heard about it, she said, when she learned of a male student who had been sexually violated but could not file a rape charge.

The separate laws may indicate that these are not equal offenses, Fennoy said. “It says that a woman’s violation is more important than the male’s.” In researching the issue, she also discovered that a rape charge couldn’t be brought when a woman was raped by another woman.

Kaj Gumbs, a recent Morehouse graduate who has lobbied the Legislature to change the law, said the issue is one of equal protection under the law. “This is a women’s issue. This is a men’s issue. This is an LGBT issue,” he said.

Good for them, and good for a young woman to bring up the issue as well.
