A judge once famously said to a woman in a rape accusation trial "You can say 'no' before. You can probably say 'no' during'. But you can't say 'no' after". No, it doesn't 'misunderstand' it. It outright ignores it because it's not helpful for the narrative and the resultant hysterical rules/laws.
