This policy is sexual harassment against each of the male students if it leads to more prosecutions against male students (which obviously it does as intended). It creates a hostile environment only for men and therefore is sex discrimination. This would be illegal in the USA (although it's certainly done there all the time too), and although anti-sexism laws in the UK are stronger, I'm not sure the sexual harassment laws are so expansive there.

At any rate as ever the only long term solution is for male students to bring accusations against female students and members of staff. While only men are the victims nothing will be done.

Zero Tolerance policy to sexual harassment. -Luke Bowdery-VP Student Activities

This is like having the death penalty. No matter how much I tell someone you will get put to death if you kill 10 people, the person raping/assaulting will not care about a zero tolerance policy. They know what will happen with the policy or not.

It has no effect on the actual people committing the crimes.

Same here, in France. The "High Council for Men and Women equality" made an "avis" (don't know how to translate it... A report ?) about "sexual harassement" in public transports. It basically says that "100% women are sexually harassed in public transports throughough their life".
2 "funny" points in this documents: now staring at somebody or have the legs open are harassement, like masturbating in front of somebody. And when one women of this council has been asked where the "100%" cames from, she said that "women can be harassed without being aware of it. That's why the 100% blablabla". For 3 days, media exposed this 100% "fact". Without questioning it. Oh my god :-(
