Step is mapping out your three week rotation and identifying which days you're consistently available. Then see if you can structure custody around those blocks instead of trying to force a traditional alternating week. Some guys end up with something like three overnights one week, four the next, two the third, but it repeats predictably so the kids know when they're with dad.

You don't have a unique situation. Plenty of shift workers -- pilots, clinicians, firefighters, etc -- have 50% parenting time.

My ex is a shift worker. We have 50% parenting time. The actual days revolve around her work schedule.

Talk to your attorney. They already have the parenting plan stipulations for situations like this.
